The Indian Ministry of Commerce has authorized an official body to continue imposing anti-dumping duties on narrow woven fabrics. These fabrics are typically made from synthetic fibers such as nylon and polyester, and are imported into India from China and Chinese Taipei. The decision was made following a sunset review initiated by the original complainant, Mumbai SKY Industrial Co., Ltd.
Narrow woven fabrics are known by various names in the market, including "hook and loop fasteners," "magic tape," "velcro," and "fasteners." A key characteristic of this product is its "naped surface," which gives it strength and durability. These materials are commonly used in applications requiring high tensile and shear strength, along with good lightfastness. Hook and loop fasteners are generally manufactured using synthetic fibers like nylon (nylon 6 and nylon 6,6) and polyester, and they come in widths ranging from 12 mm to 125 mm.
These products find wide application in industries such as apparel manufacturing, production of surgical and orthopedic devices, footwear, luggage and bag making, toys, automotive interiors, and various other industrial sectors.

Sunset Review
The initial anti-dumping duties on these products were imposed on July 25, 2005. During the first investigation, the complainants claimed that the dumping of these goods caused serious harm to their businesses and the Indian industry. After receiving representations, the authority launched a sunset review to assess whether the duties should be continued.
The investigation focused on whether lifting the existing anti-dumping duties would lead to further harm to domestic manufacturers. It was found that the products under review entered the Indian market at dumped prices, with dumping margins significantly exceeding the minimum threshold. Based on these findings, the authority concluded that removing the duties would likely result in continued and increased harm to the domestic industry.
As a result, the agency has proposed extending and revising the current anti-dumping duties on imported narrow woven fabrics. The anti-dumping duty for imports from China is set at $2.87 per kg, while the duty for imports from Chinese Taipei is $1.75 per kg.
This decision reflects the ongoing concerns of local manufacturers and underscores the importance of protecting domestic industries from unfair trade practices.
